Mayor Andre Dickens announced the appointment of Greg Clay to serve as Executive Director of the Office of Constituent Services (OCS). The OCS serves as the primary liaison between residents or the business community and the City’s various departments.
“Constituent Services is at the heart of supporting and meeting the needs of our communities,” said Mayor Dickens. “Greg Clay knows the importance of service delivery, community engagement, senior services and all that entails in improving the quality of life of our residents. We look forward to adding his talent to our team as we continue to build a more equitable Atlanta.”
Clay most recently served as the Managing Director of Regional Organizing for Partnership for Southern Equity. Prior to that role, he served as Senior Director of Development for Frontline Response, where he led partnership and outreach efforts for individuals experiencing homelessness, anti-sex trafficking operations and youth violence prevention.
In addition to private and non-profit experience, Clay has served in the public sector as the Customer Care Department Manager at the City of College Park, as well as Special Assistant to the City Manager and Customer Care Department Manager at the City of East Point.

As a native and resident, I am honored to be in a capacity to build stronger relationships with our neighborhoods, enhance coalitions with our community partners, and work with the Mayor and our team to not only be responsive to the needs of all Atlantans, but proactively engage residents where they are to improve service delivery,” said Greg Clay.
Curtis Bailey, who has lead OCS since 2018, will continue serving the City in another capacity.
“Thank you to Curtis Bailey for his continued service to our city. From comforting families who have suffered the loss of a loved one to helping activate warming centers for our unsheltered population, he has always had a servant’s heart for our communities,” said Mayor Dickens.
Clay earned a Bachelor of Science in Business Administration from Florida A&M University, School of Business and Technology and a Master of Public Administration from the University of Kansas, School of Public Affairs and Administration.
Clay’s appointment is effective February 20, 2023.
