Carter Center to Deploy Electoral Expert Mission for Brazil Presidential Election

The Carter Center announced today that it will deploy an international electoral expert mission team for the 2022 presidential election in Brazil. As part of this effort, the Center will send a small team to the election systems sealing ceremony in Brasilia on Friday.

The Center’s expert mission will focus on several key aspects of the electoral process, including the role of electoral technology, but will not certify or inspect the technology. In addition, because of its limited scope, the mission will not provide an overall assessment of voting or counting processes, nor make a comprehensive assessment of the election as a whole. 

The launch of the mission follows an invitation from the Superior Electoral Tribunal and a preliminary visit to Brazil by the Center in June. The team will be led by Nicolás Bravo and will be made up of a small number of electoral experts and Carter Center staff. It will assess key aspects of the presidential election process, including the transparency and functioning of the electronic voting system; the legal framework for elections, including its impact on socially excluded groups; and misinformation and other digital threats to democracy. The mission will meet with key electoral stakeholders, including the electoral tribunal, political parties and candidates, civil society organizations, media outlets, and national and international observers.

After the conclusion of the electoral process, The Carter Center will publish a report with key findings and recommendations.

The Center’s election missions are conducted in accordance with the 2005 Declaration of Principles for International Election Observation, and its assessment and analysis of election are based on international human rights obligations and standards for democratic elections.
